Overview

On August 11, 2017, under former Colorado Secretary of State Wayne Williams, Colorado adopted a revised Secretary of State Rule 18 establishing Uniform Ballot Counting Standards for Paper Ballots. This rule sets specific standards for counting ballots, to include the duplication and adjudication procedures for applicable ballots. Duplication is the process of copying a ballot that cannot be read. Adjudication is the process of resolving voter intent on the ballot prior to tabulation. These processes are designed to ensure each Coloradan’s vote is accurately recorded.
