Manufactured or Mobile Home Title Requirements

The various processes for obtaining a manufactured or mobile home title are below. Our staff is available to assist at 719-520-6240 or motorvehicledept@elpasoco.com.

A title for either a manufactured or a mobile home may be processed at any of the Clerk’s Motor Vehicle Offices. Bring the required forms and documentation to one of the offices and meet with a Clerk.

These titles also may be done remotely via USPS, FedEx, or UPS services. When sending required forms and documentation please use this mailing address:

The forms indicated in the following process may be accessed on the Colorado State Division of Motor Vehicles website.

First Time Purchase with MSO (Certificate of Origin)

Documents Required to Title:

  • Notarized MSO (C.R.S. 38-29-114)
  • Bill of Sale, if purchased out of state
  • DR2395 Application for Title and/or Registration (must show width x length)
    • Local address is required for legal address. Mailing address field is provided on the Title and/or Registration Application if it differs from the legal address
  • DR0024 Sales Tax Receipt (required if Colorado dealership and must be marked as delivered)
    • Sales Taxes due if not collected and remitted to the State on DR0024
  • Security Agreement (if financed)
  • Additional supporting documents (POA, Death Certificate, etc.)
  • Transfer Declaration

The Application for Title and/or Registration, MSO, Bill of Sale, additional supporting documents, and Sales Tax Receipts (if applicable) will be submitted when processing a new transaction.

Note: Verification of Vehicle Identification Number is not required.

Documents to Submit to Recording after Titled:

  • Copy of MSO (Front and Back)
  • Transfer Declaration
  • Title Application Barcode (with no SVID)
  • Payments made payable to El Paso County Clerk and Recorder for titling process and $23 recording fee ($40 after bill passed)

Transfer of Ownership with Existing Title

Documents Required to Title:

  • Authentication of Manufactured Home Taxes Paid or Certificate Ad Valorem Property Taxes (obtained from Treasurer’s Office)
  • DR2395 Application for Title and/or Registration (must show width x length)
    • Required for Dealer Sales
    • Local address is required for legal address. Mailing address field is provided on the Title and/or Registration Application if it differs from the legal address
  • Certificate of Title or Out-of-State Title in owner(s) name or assigned to new owner(s)
    • Form DR2698 Verification of Vehicle Identification Number is NOT required for out-of-state titles
  • Additional supporting documents (POA, Death Certificate, etc.)
  • Purchase price of manufactured home
  • Security agreement (if financed)
  • Sales Tax (if due)
  • Transfer Declaration

Assigning a VIN Number to a Manufactured Home

If the manufactured home inspector determines that the manufactured home identification number has been removed, changed, altered or obliterated, the owner shall request that the department assign a distinguishing number to the manufactured home, pursuant to C.R.S. 38-29-122 (3) (a), C.R.S. 38-29-123.

Documents Required to Title:

  • Certificate of Title, out-of-state title or MSO
    • If no title or MSO, follow the applicable bond process
  • DR2698 Verification of Vehicle Identification Number verifying there is no identification number
  • DR2503 Assignment of a Manufactured Home ID Number form
    • Once VIN is assigned by Motor Vehicle it is to be attached to the door frame or the fuse box
  • Authentication of Manufactured Home Taxes Paid or Certificate Ad Valorem Property Taxes (obtained from Treasurer’s Office) if there is a change to ownership
  • Security Agreement (if financed)

Documents to Submit to Recording after Titled:

  • Copy Certificate of Title or Out-of-State Title (Front and Back)
  • Transfer Declaration
  • Title Application Barcode (with no SVID)
  • Payments made payable to El Paso County Clerk and Recorder for titling process and $23 recording fee ($40 after bill passed)

In Lieu of Bond for Manufactured Home 25 Years or Older

The DR2463 Checklist for In Lieu of Bond for Manufactured Home 25 Years Old or Older can be referenced for assistance during the process.

Documents Required to Title:

  • Proof that no property taxes for previous years are due for the manufactured home
    • Complete Authentication of Manufactured Home Taxes Paid or Certificate Ad Valorem Property Taxes (obtained from Treasurer’s Office)
  • DR2698 Verification of Vehicle Identification Number (completed by the Assessor’s Office)
  • DR2489A Motor Vehicle Requestor Release Affidavit of Intended Use form and Record Search results (If No Record found in Colorado search, a National Search MUST be Completed)
    • Print out the Record Search Results
  • Proof of efforts to notify the owner/lienholder of record by including copy of letter sent via Certified Mail to all addresses on the record search
    • Letter must contain the year, make, VIN and intent to bond for title
  • DR2394 Bond Statement Guide & In Lieu of Bond Affidavit
  • When applicable, a copy of the order or judgment for possession obtained through a civil eviction proceeding when the property owner is not the owner of the manufactured home
  • Additional supporting documents if applicable

Documents to Submit to Recording after Titled:

  • Transfer Declaration
  • Title Application Barcode (with no SVID)
  • Payments made payable to El Paso County Clerk and Recorder for titling process and $23 recording fee ($40 after bill passed)

Bond for Manufactured Home Less Than 25 Years Old

The DR2922 Checklist for Title or Salvage Title Established by Surety Bond can be referenced for assistance during the process.

Documents Required:

  • DR2698 Verification of Vehicle Identification Number (completed by the Assessor’s Office)
  • DR2489A Motor Vehicle Requestor Release Affidavit of Intended Use form and Record Search results (If No Record found in Colorado search, a National Search MUST be Completed)
    • Print out the Record Search Results
  • Proof of efforts to notify owner/lienholder of record by including copy of letter sent via Certified Mail to all addresses on the record search
    • Letter must contain the year, make, VIN and intent to bond for title
  • DR2394 Bond Statement Guide & in Lieu of Bond Affidavit
  • Appraisal – Manufactured home values MUST be established using the actual value determined by the County Assessor’s Records, pursuant to C.R.S. 38-29-119
  • Records MUST identify manufactured home by year, make and VIN
  • Surety Bond – A surety bond is required to be an amount equal to twice the actual value of the Manufactured Home according to the assessor’s records at the time the application for Certificate of Title is made, pursuant to C.R.S. 38-29-119 (2)(a)
  • Authentication of Manufactured Home Taxes Paid or Certificate Ad Valorem Property Taxes (obtained from Treasurer’s Office) if there is a change to ownership
  • Additional supporting documents if applicable

  • Transfer Declaration
