Secure Transportation Service License

The Clerk to the Board with the Office of Emergency Management reviews secure transportation service license and vehicle permit applications brought to the Board of County Commissioners. A service license and vehicle permit is needed by each facility providing secure transportation in El Paso County.

Application Checklist:

SERVICE LICENSE

  1. Application for Secure Transportation Service License
  2. Certificate of Good Standing from the Colorado Secretary of State Office
  3. Copy of the below written policies and procedures:
    • General Policies and Procedures using National Best Practices Guidelines, with staff background check policy
    • Operational and, if needed, Medical Protocols
    • Training Procedures
    • Attestation that the Manager and Administrator meet the standards
    • Class A Licenses: A policy which addresses physical restraint
    • Client Rights and related Policies and Procedures
    • Quality Management Program Policies and Procedures
  4. Copy of Certificate of Insurance showing General and Professional Liability coverage, Worker’s Compensation coverage, and Vehicle Insurance coverage
    • Liability insurance for injuries in the amount of $1,000,000 for each individual claim
    • Liability insurance in the amount of $3,000,000 for all claims made against the secure transportation service or against its personnel. This must be from a company allowed to write liability insurance in Colorado
    • Minimum Vehicle Insurance Coverage as defined by §§ 10-4-609 and 42-7-103(2), C.R.S., with El Paso County identified as the certificate holder
    • Minimum Worker’s Compensation insurance that follows Articles 40-47 of Title 8, C.R.S.
  5. Secure Transportation Service Licensing – Staffing Requirements Form and proof of completion

VEHICLE PERMITS

  1. Secure Transportation Vehicle Permit Application (needed for each vehicle)
    • Proof of motor vehicle insurance
    • Photo of vehicle
    • Copy of registration
  2. Secure Transportation Vehicle Evaluation Certification (each vehicle)
  3. Secure Transportation Vehicle Inspection Report (each vehicle)
    • El Paso County completes this inspection
  4. Application Fees
    • $250.00 for each new Secure Transportation License Application
    • $100.00 for each new Secure Transportation Vehicle Permit
