Driver's License Services

El Paso County Motor Vehicle offers the following driver’s license services. Detailed information about these services and the document requirements are below.

  • Renewal of a Colorado Driver’s License (not Commercial Driver’s License)
  • Renewal of a Colorado Identification Card
  • Transfer of a Driver’s License from another state (upon surrender of existing DL)
  • Process name and/or address changes (upon surrender of existing DL or ID card)
  • Replacement of Colorado lost or stolen Driver’s License, Driver’s Permit, or ID Card

The Clerk’s Office is authorized to offer the following five services, with a $5.00 County Service fee in addition to the State fees:

  • Colorado Identification Card – renewal, replacement, or out-of-state transfer
  • Colorado Driver’s Permit – renewal, replacement, or out-of-state transfer
  • Motor Vehicle Record
  • Motorcycle Endorsement (must present proof of completed Motorcycle Safety Foundation course)
  • Replacement of Colorado Driver’s License

Visit the State Division of Motor Vehicles for the following services:

  • New Driver’s License or Identification Card
  • Written or driving test
  • New motorcycle licenses (if completed through the State program)
  • Reinstatements
  • New and/or renew Commercial Driver’s Licenses (CDL)

New Colorado Driver's License

The Colorado Department of Revenue, Division of Motor Vehicles, issues first-time Colorado Driver’s Licenses. Information may be obtained online at the Colorado Division of Motor Vehicles. However, El Paso County DMVs can help with out of state transfers (more information below).

The local, full-service office of the Colorado Department of Revenue is located at 2447 N. Union Blvd., Colorado Springs, CO 80909. Please call (719) 594-8701 for more information. Please be advised that their office is by appointment only and walk ups will most likely be asked to make an appointment.

Out of State Transfer

The El Paso County Clerk and Recorder’s Office will assist you in transferring an out-of-state Driver’s License to Colorado. Please read the steps below before visiting our office and bring the correct documentation with you.

Out-of-State Transfer Requirements

  • Out-of-state Driver’s License or ID Permit. Must provide the most recent physical card and cannot be expired more than one year.
  • Full-size state or county certified birth certificate or valid U.S. passport reflecting whole name (no initials).
    1. We cannot accept city certified birth certificates, birth records, hospital certificates, department of health, wallet/pocket sized, or birth abstracts.
    2. No photocopies are accepted.
  • Proof of Social Security Number is required. It will be verified through the Social Security Administration. It can be provided verbally or by presenting one of the documents:
    1. Social Security Card (not laminated or copied).
    2. W-2 (any year and must reflect full Social Security number and be printed out).
    3. 1099 (any year and must reflect full Social Security number and be printed out).
    4. Pay stub (must reflect full Social Security number and be printed out).
  • Two proofs of Colorado residency including your name, address and a statement date within the last year (must be the same address)
    1. No junk mail, bulk mail, credit card offers, personal checks, magazines, handwritten envelopes or forwarding labels.

Legal Name

If your current legal name is different than your legal name at birth, then you must provide a certified copy of the name change document. This can be your marriage license issued in the U.S., divorce decree, legal court name change, or adoption papers.

Military

A military identifier is available to add to any ID, license, or permit. If active duty, please provide your valid Military ID card. If you are a veteran, please provide your retired Military ID card, or a DD214 showing honorable discharge. We cannot accept a VA card.

Name Change

To change your name on your Colorado Driver’s License or Identification Card, the first step is to contact the Social Security Administration (SSA) to process your name change. The SSA will update their database and your change will be effective the next business day.

You then may process your name change with our office. An original legal document authorizing the change is required. Acceptable examples include:

  • Filed certified marriage certificate issued in the U.S.
    • Foreign marriage certificates must be in English or translated into English.
  • Filed certified divorce decree with approval to restore previous name
  • Filed certified court order issued by a state or federal court or government
  • County or State certified birth certificate

A name change will require the renewal of your Driver’s License, which may be done at any of our four motor vehicle offices.

Replace Lost/Stolen ID

Our office can replace a lost or stolen Colorado Driver’s License or Colorado Identification Card. The license or ID card will be reissued as a renewal license or a renewal identification card when you present a state or county certified copy of your birth certificate or a valid US passport.

If your Colorado Driver’s License or Colorado Identification Card has been stolen and you wish to replace it and obtain a new number, please contact the Colorado Division of Motor Vehicles.

If the lost credential is an out-of-state document, then you would need to contact your home state for replacement procedures.

Under 21 Services

At this time, the only services offered at our County Motor Vehicle offices for those under 21 are the replacement of a driver’s license, and the replacement or renewal of a State-issued identification card.
