Ballot Verifier

Ballot Verifier, created by civic technology company Civera, allows voters to view how ballot images are interpreted and verified, providing a clear window into the vote tabulation process. This groundbreaking tool gives the public access to the same verification system used by election judges, reinforcing El Paso County’s commitment to openness and accuracy in every election.

The new system will include results from the 2024 elections and all future elections going forward. It is part of a broader initiative by the Clerk and Recorder’s Office and Civera to ensure election processes are not only secure and accurate, but also visible and understandable to the public.

Ballot Verifier FAQs

Is this tool connected to the election management system?

No, this tool has copies of the ballot images and cast vote record exported and transferred using unused physical media. The official records reside on the system in our office with no external connections.

What is the Cast Vote Record?

Also known as CVR, this is the digital record of the results. It tells us what the system determined as votes when reading the ballot image.

What is the "Original CVR"?

This is a page that is created to remain attached to ballot images throughout the tabulation process. It allows us to audit our system down to the ballot level to verify the logic and accuracy of the system. We can also verify adjudication on ballots that required human review.

Why do some adjudicated ballots for the contests with "Write-In" look like they did not need it?

In some cases, our Write-In line was picked up as a marginal/ambiguous vote and sent to human review. This is because the system not only looks at the oval for marks but also the write-in line itself.

What does the term “AMBIGUOUS VOTE” mean on the audit mark?

This is a term the system uses to identify a mark that doesn’t fill in the entire oval. It allows human review of ballots that may have hesitation marks, resulting in the accurate count of what a voter intended.

Why are some ballot images unavailable to view?

To comply with statutory requirements for voter anonymity, our office must redact vote records and ballot images for precincts with 9 or fewer ballots cast in a contest. This protects individuals in small communities from their vote being known.

What are the numbers designated to each ballot?

These numbers identify the tabulator_batch_ballot for each record. This allows election staff to verify system accuracy and processes down to the individual ballot.
